My personal guess isn&#039;t worth much -- but if the history of Hague implementation in other countries is a guide, intercountry adoptions from Guatemala will never again come close to the number of adoptions that took place under the old notarial system. But it&#039;s likely that there will be &lt;em&gt;some&lt;/em&gt; adoptions to U.S. couples. That&#039;s not certain, but it seems likely to me. Of course now that the system is becoming more centralized, it may also depend to some degree on the Guatemalan administration in power at the time.
