Can I adopt a child with special needs? Children with special needs will be photo listed and the fee for such a child will be reduced. If you ask for a child with a certain type of special needs (such as deaf or blind child) the facilitator can seek such a child for you. What age children are available?
How long does it take to adopt? About two months after you have BCIS (Bureau of Citizenship and Immigration Services) approval and all your paperwork has been in Azerbaijan and you have an assignment of a child, you can expect to travel to adopt and receive your child. However, your child cannot leave the country for 30 days after his adoption; therefore, you must stay in the country for 30 days with your child or you must make two trips. How is a child assigned to me? A child over three years old can be assigned to you after you are BCIS (Bureau of Citizenship and Immigration Services) approved but before your paperwork has been processed and is in Azerbaijan. A child under three years old cannot be assigned until your paperwork is in Azerbaijan. What are the advantages of adopting from Azerbaijan?
There are few restrictions as to who can adopt, and once you are paper-ready, you wait just a few months before you adopt your child. Although staying in a country for 30 days can be difficult, you can also choose to travel twice. The U.S. Embassy in Azerbaijan is very supportive of adoptions, and they help to make the process as smooth as possible. Who must travel to Azerbaijan? Both parents must travel both trips to adopt the child. In extreme situations it may be possible for one parent to travel. However, this is not something that you can plan ahead for. If one or both parents want to stay for the 30-day wait, that is fine, or both parents can go home and then return. The fee for infants is $19,000 and $17,500 for toddlers and older. These fees, however, do not include your home study, BCIS (Bureau of Citizenship and Immigration Services) approval, visas, and your travel expenses to Azerbaijan and to Moscow and your hotel accomodations. You can expect to spend about $4,000 in transportation when both parents make two trips to Azerbaijan. Your fee includes, transportation in the city, and someone to assist you in Moscow. He will meet you at the airport to get you to the hotel, to your child's medical exam and to the U.S. Embassy. The airfare for going to Moscow is about $175 per person; the medical exam fee is about $100; the child's visa is $325; and the hotel is about $400 for two nights. Reportedly in a few months. a childrens Visa will be issued from T'bilisi, Georgia, which is far easier to travel to tan Moscow, Russia
